The comment history shows public and internal comments as well as any activity updates on the tickets. The activity history shows the person who modified the ticket and the action taken. For example: Molly Weasley changed Assignee to “Brooklyn Bizzle”. All participants on the ticket including board and ticket administrators are able to see the comment history.
